Three years ago, accomplished musician Koti Hu was sitting in his Datsun, waiting for the ramp light on 405 to turn green, when he was rear-ended by a white pick-up truck. Yesterday, a jury ruled in Hu’s favor, saying the accident that made him a quadriplegic was partially the fault of the driver, but also partially the fault of Washington State’s Department of Transportation.
