Mojito Cafe is a great spot for a happy hour. Too bad they don’t really have one. Oh, you can go there between 3 and 6 p.m. and get the signature mojito for just $5. It’s worth it, because what the bartender doesn’t know about muddling isn’t worth knowing, and she uses more mint than you’ve ever seen in a tall glass to create that super-tangy flavor. But that’s the whole happy-hour bar lineup, apart from wells at a pricey $5. The free happy-hour snack, tostones (deep-fried plantain without sauce), is a poor accompaniment to such a dynamite drink. And you know what? Despite the agreeable room and the afternoon sun slanting in off the Sound, the place is empty. And this with a morning newspaper headquartered just across the street? I have a piece of advice for the management: Add some proper half-price appetizers and a modest selection of mixed drinks (the margarita is justly famous) and watch the hungry, thirsty P-I staffers dodging Elliott Avenue traffic to get to this place. 181 Western Ave., 206-217-1180.
